CIT has conducted for the third consecutive year, in collaboration with volunteers, an analysis of the military vehicles featured in May 9 parades across Russia commemorating the victory over Germany in WWII (see our reports for 2022 and 2023).  As part of this year’s analysis, we once again examined parades in 57 cities across the country, thus covering virtually all major Victory Day parades.

In the Far Eastern Federal District, the authorities are forming a unit for the war against Ukraine by recruiting from local state employees. The initiative came from the federal ministry responsible for the district’s development in collaboration with the presidential envoy to the district. Vladimir Solodov, Governor of the Kamchatka region [part of the Far Eastern Federal District], has already joined in, declaring that "every one of our compatriots must experience this." К рекрутингу уже подключился губернатор Камчатского края Владимир Солодов, заявивший, что «каждый мужчина нашей страны должен там побывать». По его словам, для решения задачи по пополнению вооружённых сил «нужен личный пример со стороны нас, государственных служащих». While the main offensive efforts of the Russian Armed Forces remain centered on the Kharkiv axis, the Russian Ministry of Defense unexpectedly announced the capture of Robotyne on the Zaporizhzhia axis. Pro-Russian bloggers promptly refuted this claim, noting that the complete capture of the village is still far from assured. After a year of fighting, Robotyne has been almost completely destroyed, its building in ruins, and its conquest holds no military significance. Previous experiences suggest that Russian forces will need to intensify their attacks in this direction so that the frontline on the ground looks closer to the one in official reports.

В то время как основные наступательные действия ВС РФ по-прежнему проходят на харьковском направлении, МО РФ неожиданно заявило о захвате Работино на запорожском направлении. Пророссийские блогеры поспешили опровергнуть это и сообщили, что до полного захвата села ещё далеко. За год боёв Работино практически полностью уничтожено, дома превращены в руины, и никакого военного значения его захват не имеет. По опыту предыдущих случаев можно предположить, что российским военным придётся усилить атаки на этом направлении, чтобы приблизить реальное положение на фронте к заявленному в официальных сводках.

The Defense Committee of the State Duma [lower house of the Federal Assembly of Russia] has rejected a bill that would have granted fathers of three or more children exemptions from mobilization, if the dependents were under the age of 18, or 23, if studying full-time. At present, the legislation only provides for the exemption of fathers of four or more children under the age of 16. The committee’s report, signed by Chairman Andrey Kartapolov, states that the committee members cannot recommend the bill because “broadening the grounds for exemption will negatively impact the staffing of the Russian Armed Forces.” The federal government did not endorse the bill, either. The Russian offensive on the Kharkiv axis continues. According to pro-Russian sources, such as WarGonzo [war correspondent Semyon Pegov], the Russian Armed Forces are already engaged in fighting near the village of Lyptsi and on the outskirts of the town of Vovchansk. However, the Ukrainian Telegram channel DeepState has so far only confirmed attempts to gain a foothold on the northern outskirts of Vovchansk. According to DeepState, Russian forces have partially captured the village of Hlyboke on the western flank of the offensive, and they are still some distance away from Lyptsi.

Продолжается российское наступление на харьковском направлении: по данным пророссийских источников, например WarGonzo, ВС РФ уже ведут бои в районе села Липцы и на окраинах Волчанска. Украинский же телеграм-канал DeepState подтверждает лишь попытки закрепиться на северных окраинах Волчанска. Vladimir Putin has appointed Andrey Belousov as Russia’s Minister of Defense.The Kremlin published the decrees confirming the composition of the Cabinet of Ministers on the evening of March 14. Earlier in the day, Belousov addressed the Federation Council [upper house of the Federal Assembly] once again.
