In the Kupiansk direction, in the Kharkiv region, DeepState has expanded the area under the control of the Armed Forces of Ukraine west of the village of Dvorichna and north of the town of Kupiansk, which first appeared on its map at the end of August. Forces of the 2nd Khartia Corps of the National Guard of Ukraine have now advanced farther south and liberated the village of Zapadne—according to reports, the 23rd Assault Regiment is taking part in the fighting, with many foreign nationals serving in its ranks. It is worth noting that former journalist Pyotr Ruzavin also serves as a drone operator with the 13th Khartia Brigade.

На купянском направлении в Харьковской области DeepState расширил подконтрольную ВСУ территорию к западу от посёлка Двуречная (и севернее Купянска), которая появилась на карте в конце августа. Теперь же силы 2-го корпуса НГУ «Хартия» продвинулись южнее и освободили село Западное — как сообщается, в боях принимает участие 23-й штурмовой полк, в составе которого воюет множество иностранных граждан. Напомним также, что в составе 13-й бригады «Хартия» служит «дроноводом» бывший журналист Пётр Рузавин.
Mobilization in Russia for Sept. 13-20, 2026 CIT Volunteer Summary
In Russia’s constituent republic of Mordovia, as of Sept. 15, the sign-up bonus was reduced from the 3 million rubles [$35,400] set on Aug. 20 this year to 800,000 rubles [$9,450]. Thus, including the federal payment of 400,000 rubles [$4,730], those signing a contract with the Ministry of Defense will receive a one-time total of 1.2 million rubles [$14,200].

On Sept. 20, parliamentary elections were held in Russia. Contrary to our expectations, the Russian Ministry of Defense did not stage an operation beforehand to send assault troops to the outskirts of Sloviansk to record footage with a flag. Instead, it merely reported fighting "on the immediate approaches to Sloviansk, Kramatorsk, and Druzhkivka." The same statement said that in Lyman and Sviatohirsk, "the clearing of residential areas of isolated AFU servicemen continues."

20 сентября в РФ прошли парламентские выборы. Вопреки нашим ожиданиям, МО РФ не провело перед этим акцию по отправке штурмовиков на окраины Славянска для записи видео с флагом — лишь рассказало о боях «на ближних подступах к Славянску, Краматорску и Дружковке». Зато в этом заявлении ведомства было указано, что в Лимане и Святогорске «продолжается зачистка жилых кварталов от одиночных военнослужащих ВСУ».
Волонтёрская сводка по мобилизации в РФ за 13–20 сентября 2026 года
В Республике Мордовия с 15 сентября снизили единовременную выплату при подписании контракта с установленных 20 августа этого года 3 млн до 800 000 рублей. Таким образом, с учётом 400 000 рублей федерального довольствия заключающие контракт с Минобороны будут единоразово получать 1,2 млн рублей.

The Ministry of Defense proposed requiring service members found guilty of crimes to return sign-up bonuses unless a court sends them to a penal colony. Under the draft resolution, if they remain in service after a sentence that does not involve imprisonment, they must return part of the sign-up bonus — in proportion to the number of months remaining until the contract ends. An explanatory note says such bonuses amount to 195,000 rubles [$2,310] or 400,000 rubles [$4,740], meaning the measure concerns only the federal component. Rybar, a prominent pro-Russian Telegram channel, appears to have acknowledged the loss of the Shandryholove salient: in its Sept. 9 sitrep, it reported a deterioration in the situation, with the salient marked as a combat zone, while by Sept. 13 its map showed that the Russian Armed Forces had lost control of the territory. At the same time, it reported that fighting was taking place around the base of the salient, including in the area of the village of Kolodiazi, while individual groups were reaching the Zherebets River. This further confirms that the Armed Forces of Ukraine were able to cut off the salient and are apparently continuing to clear it.

Пророссийский телеграм-канал «Рыбарь», судя по всему, признал потерю Шандриголовского выступа: в своей сводке от 9 сентября он заявил об ухудшении обстановки — выступ был обозначен как зона боевых действий, а уже 13 сентября на карте показана утрата контроля ВС РФ над этой территорией. При этом заявляется, что бои идут у основания выступа, в том числе в районе села Колодези, а отдельные группы доходят до реки Жеребец. Это дополнительно подтверждает, что ВСУ смогли отсечь выступ и, очевидно, продолжают его зачистку.
Волонтёрская сводка по мобилизации в РФ за 6–13 сентября 2026 года
Минобороны предложило обязать военнослужащих, которых признали виновными в преступлениях, возвращать единовременные выплаты за заключение контракта, если суд не отправил этих военнослужащих в колонию. Согласно проекту постановления, если после приговора, не связанного с лишением свободы, военные не были уволены со службы, они будут обязаны частично вернуть единовременную выплату — пропорционально количеству месяцев, оставшихся до окончания контракта. В пояснительной записке говорится, что размер таких выплат составляет 195 000 или 400 000 рублей, то есть речь идёт только о федеральной единовременной выплате.
