Putin has increased the authorized strength of the Russian Armed Forces by 15,500 personnel, bringing the total to 2,441,630 people, of whom 1,550,500 are military personnel. The increase affected only the number of military personnel. This is already the fourth expansion (1, 2, 3) of the authorized strength of the Russian Armed Forces since the beginning of this year and the seventh (1, 2) since the start of the full-scale war. At the start of the full-scale invasion of Ukraine, the total authorized strength of the Russian Armed Forces, established by a 2017 decree, stood at 1,902,758 people, of whom 1,013,628 were military personnel. Thus, since 2022, the authorized strength of military personnel alone has increased by 536,872.

The pro-Russian Slivochnyi Kapriz [Creamy Caprice] project published a video allegedly filmed near the railway station in the village of Kupiansk-Vuzlovyi and, based on it, claimed that Russian forces had advanced. However, the station building in the opening shots, which show a strike hitting the building, appears to be much more damaged than in the subsequent shots, which show soldiers against the backdrop of the building. Thus, the footage is either old or, as In Factum believes, AI-generated. We tend to agree, as the soldiers’ facial expressions also look unnatural. Slivochnyi Kapriz, meanwhile, rushed to report Russian gains and did not correct the post, even though all the posts in the original source had been deleted.

Пророссийский проект «Сливочный каприз» опубликовал видеозапись, якобы снятую в районе железнодорожного вокзала посёлка Купянск-Узловой, и на её основании заявил о российском продвижении. Однако здание вокзала на первых кадрах, где видно попадание по нему, выглядит гораздо более повреждённым, чем на последующих — с военными на его фоне. Таким образом, видео либо старое, либо, как полагает In Factum, сгенерировано нейросетями. Мы склонны с этим согласиться, поскольку мимика солдат также выглядит неестественно. «Сливочный каприз» же поспешил отметить российские успехи и не исправил пост, хотя все публикации в первоисточнике были удалены.

DeepState has updated its map in the Dobropillia direction, marking advances by Russian forces near the village of Shevchenko, north of the town of Pokrovsk, as well as near the town of Bilytske. It is worth noting that, according to our team and other analysts, the RuAF achieved a local breakthrough in this direction in August, advancing toward the village of Vodianske north of Shevchenko. As has been the case in recent months, advances are reflected on the DeepState map with a significant delay. At the same time, the contested area can be extended as far as the outskirts of the town of Dobropillia and the village of Hannivka, which Russian assault troops have already reached.

DeepState обновил карту в районе на добропольском направлении, отметив продвижение российских войск у посёлка Шевченко, к северу от Покровска, а также у Белицкого. Напомним, в августе на этом направлении, по мнению нашей команды и других аналитиков, произошёл локальный прорыв ВС РФ, в результате которого они продвинулись к посёлку Водянское (севернее Шевченко). Как и все последние месяцы, на карте DeepState продвижения отражаются с существенным запаздыванием. При этом «серую зону» можно расширять до окраин Доброполья и села Анновка, куда уже доходят российские штурмовики.

In the Nefteyugansk district of the Khanty-Mansi autonomous region–Yugra [Russia's federal subject], authorities plan to extend the municipal payment of 150,000 rubles [$1,780] for signing a contract with the Ministry of Defense to foreign nationals, as well as people holding a residence permit or a document granting permanent residence abroad.
