В течение всего месяца на разных участках фронта регулярно фиксировался густой туман, который неоднократно использовали для наступления российские силы. Такая погода приводит к плохой видимости, ограниченной буквально 20-30 м, что крайне затрудняет аэроразведку с помощью беспилотников. Сложившиеся условия негативно повлияли на возможности ВСУ заблаговременно замечать и атаковать наступающего противника. При этом туман помог и ВСУ, позволив провести ротацию и снабжение находящихся в опасном положении подразделений. Характерная для осени густая облачность при этом мешает анализу спутниковых снимков и получению информации о ситуации на фронте.

In Kupiansk, the Armed Forces of Ukraine continue to counterattack Russian forces in the central and northern parts of the town. Although in the eastern part only an occasional presence of the Russian Armed Forces had been noted—which did not prevent the town from being declared captured on Nov. 20—and no presence had been observed to the east of Kupiansk at all, the Russian Ministry of Defense unexpectedly announced the capture of the village of Kucherivka, located near the town’s eastern outskirts. Russian soldiers have not been observed there. However, the capture of the neighboring village of Petropavlivka was announced at the same time as the statement about Kupiansk, and at the end of the month Russian troops did appear...

В Купянске ВСУ продолжают контратаковать российские силы в центральной и северной частях города. И хотя в восточной части отмечалось лишь эпизодическое присутствие ВС РФ (что не помешало 20 ноября объявить город захваченным), а к востоку от Купянска не было и этого, МО РФ неожиданно заявило о захвате села Кучеровка вблизи восточной окраины города. Российские военные там не фиксировались (однако о захвате соседнего села Петропавловка заявлялось одновременно с заявлением о Купянске, а в конце месяца там появлялись российские военные — прим. CIT).

While officials published the new decree on Dec. 4, it applies retroactively to all contracts signed since Dec. 1, preserving the previous amount only for those who signed by Nov. 30. The order also slashes Ufa's additional municipal bonus for contract soldiers from 600,000 to 100,000 rubles [$7,800 to $1,300], meaning that with the federal component of 400,000 rubles [$5,200], a new recruit will now receive 900,000 rubles...

According to DeepState, the Russian Armed Forces have advanced in the town of Vovchansk in the Kharkiv region, which Russian authorities declared captured late on Dec. 1. The town is divided by the Vovcha River into two parts. Until recently, the RuAF controlled almost the entire right-bank part (which, according to some reports, is now nearly cleared) and a small area in the western part of the left bank.

Ситуация на линии фронта По данным DeepState, ВС РФ продвинулись в Волчанске Харьковской области, который поздно вечером 1 декабря российские власти объявили захваченным. Город разделён на две части рекой Волчья, до недавнего времени ВС РФ удерживали практически всю правобережную часть (по некоторым данным, теперь она почти зачищена) и небольшой участок на западе левобережной. При этом в юго-восточных районах они пока замечены не были, а в юго-западных в последние дни уже появлялись. Последнее подтверждают в том числе украинские авиаудары по позициям в этой части города.

The State Duma [lower house of Russia’s Federal Assembly] approved a bill in second and third readings in a single session that would grant war participants the right to obtain a second vocational education tuition-free in a new field. Lawmakers are also considering another bill to provide a similar benefit to surviving spouses of service members. Meanwhile, universities and trade schools already allocate 10 percent of all state-funded places to participants in the war against Ukraine.

Госдума сразу во втором и третьем чтениях приняла закон, который предоставляет участникам войны право на бесплатное получение второго среднего профессионального образования по новой специальности. Также в парламенте находится законопроект, дающий аналогичную льготу вдовам и вдовцам погибших военнослужащих. Высшие и средние учебные заведения уже выделяют участникам войны в Украине 10% всех бюджетных мест.
Brief Overview of Frontline Changes in November 2025
Throughout the month, thick fog repeatedly settled over various sections of the frontline. In several cases, Russian forces used the fog to carry out assaults. Such “non-flying” weather severely complicates aerial reconnaissance with drones. It limits visibility to 20-30 meters [65-100 ft], reducing the ability of the Armed Forces of Ukraine to detect and strike an advancing enemy in advance. At the same time, the fog helped the AFU rotate and resupply units operating in precarious positions. The fog and the dense fall cloud cover also hinder the analysis of satellite imagery.
Mobilization in Russia for Nov. 30-Dec. 2, 2025 CIT Volunteer Summary
The Russian Ministry of Labor announced that the recent legislative changes extending a social program to former participants in the war against Ukraine will take effect on Jan. 1, 2026. Unemployed veterans and those seeking work will be able to sign a one-time social contract to launch a business and receive a grant of up to 350,000 rubles [$4,500] and up to 30,000 rubles [$390] for a three-month training course. Unlike other applicants, these former service members will not need to show that their income falls below the subsistence minimum. Instead, they will need to hold war participant status, be discharged from service, register with the employment agency, and secure a recommendation from the Defenders of the Fatherland Fund.
