CIT has conducted for the third consecutive year, in collaboration with volunteers, an analysis of the military vehicles featured in May 9 parades across Russia commemorating the victory over Germany in WWII (see our reports for 2022 and 2023).  As part of this year’s analysis, we once again examined parades in 57 cities across the country, thus covering virtually all major Victory Day parades.

The Defense Committee of the State Duma [lower house of the Federal Assembly of Russia] has rejected a bill that would have granted fathers of three or more children exemptions from mobilization, if the dependents were under the age of 18, or 23, if studying full-time. At present, the legislation only provides for the exemption of fathers of four or more children under the age of 16. The committee’s report, signed by Chairman Andrey Kartapolov, states that the committee members cannot recommend the bill because “broadening the grounds for exemption will negatively impact the staffing of the Russian Armed Forces.” The federal government did not endorse the bill, either. The Russian offensive on the Kharkiv axis continues. According to pro-Russian sources, such as WarGonzo [war correspondent Semyon Pegov], the Russian Armed Forces are already engaged in fighting near the village of Lyptsi and on the outskirts of the town of Vovchansk. However, the Ukrainian Telegram channel DeepState has so far only confirmed attempts to gain a foothold on the northern outskirts of Vovchansk. According to DeepState, Russian forces have partially captured the village of Hlyboke on the western flank of the offensive, and they are still some distance away from Lyptsi.

Продолжается российское наступление на харьковском направлении: по данным пророссийских источников, например WarGonzo, ВС РФ уже ведут бои в районе села Липцы и на окраинах Волчанска. Украинский же телеграм-канал DeepState подтверждает лишь попытки закрепиться на северных окраинах Волчанска. По данным DeepState, на западном фланге наступления российским силам удалось частично захватить посёлок Глубокое, а до Липцов им ещё довольно далеко.

Vladimir Putin has appointed Andrey Belousov as Russia’s Minister of Defense.The Kremlin published the decrees confirming the composition of the Cabinet of Ministers on the evening of March 14. Earlier in the day, Belousov addressed the Federation Council [upper house of the Federal Assembly] once again. Vladimir Putin has relieved Sergei Shoigu of his post as Minister of Defense, which he had occupied since 2012, and appointed him Secretary of the Security Council instead, replacing Nikolai Patrushev, whose new position is still unknown. Владимир Путин сменил министра обороны. Вместо Сергея Шойгу, занимавшего этот пост с 2012 года, на рассмотрение в Совет Федерации внесена кандидатура Андрея Белоусова — бывшего первого заместителя главы правительства. Шойгу теперь займёт место секретаря Совета Безопасности, а новая должность бывшего главы Совбеза Николая Патрушева пока неизвестна. 13 мая Белоусов выступил на заседании Комитета Совфеда по обороне и безопасности. Contrary to our expectations, Putin has replaced the Russian Minister of Defense. He has proposed Andrey Belousov [former First Deputy Prime Minister] for this position, suggesting Sergei Shoigu for the post of Secretary of the Security Council, replacing Nikolai Patrushev, whose new position is still unknown.
