To summarize the results of the outgoing year 2025, we will sequentially analyze the successes and failures of each side.

Mobilization in Russia for Dec. 25-28, 2025 CIT Volunteer Summary
Dmitry Medvedev, Deputy Chairman of Russia’s Security Council, announced that approximately 417,000 people signed contracts with the Russian Armed Forces this year, and more than 36,000 joined "volunteer units." Separately, Defense Minister Andrey Belousov previously reported that the military recruited nearly 410,000 personnel for contract military service in 2025. Infographics presented at a board meeting of the Ministry of Defense set the annual plan at 403,000 and the "benchmark" at 420,000. For comparison, federal budget data indicate that between 374,200 and 407,200 individuals signed contracts in 2024, up from 345,400 in 2023.

Как заявил Дмитрий Медведев, в этом году контракт с ВС РФ заключили около 417 000 человек, ещё более 36 000 вступили в «добровольческие формирования». Ранее министр обороны Андрей Белоусов сообщил, что в 2025 году в армию на контрактную службу набрали почти 410 000 человек. Согласно представленной на коллегии Минобороны инфографике, план на год составлял 403 000 человек, а «ориентир» — 420 000. Для сравнения, по данным федерального бюджета, контракт в 2024 году подписали от 374 200 до 407 200 человек, а в 2023 году — 345 400.

In the Siversk direction, the Russian Armed Forces continue their offensive. They have captured the town of Siversk—the General Staff of the Armed Forces of Ukraine announced a withdrawal from the town on Dec. 23—and are advancing further west. The Russian Ministry of Defense has already claimed the capture of the village of Sviato-Pokrovske, southwest of Siversk, though on the DeepState map it remains marked as contested.

На северском направлении ВС РФ продолжают своё наступление: они захватили Северск (ГШ ВСУ 23 декабря объявил о выходе из города) и продвигаются дальше на запад (МО РФ уже заявило о захвате села Свято-Покровское к юго-западу от Северска, на карте DeepState оно в «серой зоне»).
Mobilization in Russia for Dec. 23-25, 2025 CIT Volunteer Summary
Authorities in the Saratov region will increase the bonus for signing a contract with the Ministry of Defense to 1 million rubles [$12,800] starting Jan. 1, 2026. In late October, regional officials slashed the benefit nearly fivefold, reducing it from 2.2 million to 450,000 rubles [$27,600 to $5,650]. Six other regions in the Volga Federal District took similar cost-cutting steps. More recently, however, authorities in the Mari El Republic, like those in the Orenburg region, announced plans to raise the sign-up bonus on Jan. 1, 2026, this time to 2.1 million rubles [$26,900].
Волонтёрская сводка по мобилизации в РФ за 23–25 декабря 2025 года
В Саратовской области с 1 января 2026 года увеличат размер единовременной региональной выплаты за заключение контракта до 1 млн рублей. В конце октября текущего года власти региона почти в пять раз сократили размер выплат — с 2,2 млн до 450 000 рублей. Аналогичным образом поступили ещё шесть регионов Приволжского федерального округа, в том числе Марий Эл, в которой, как и в Оренбургской области, уже объявили о планах повысить размер выплат с 1 января до 2,1 млн рублей.
